City Council to consider $440K economic development incentive

The Statesville City Council is scheduled to hold two public hearings, learn more about plans for the proposed Municipal Services Center and more when it reconvenes Monday night.

The first public hearing concerns the approval of an economic development incentive for an unnamed company that is planning to invest more than $24 million in building and equipment over a three-year period beginning in December 2017.

Statesville has a formula used to calculate the amount of the incentive. This particular request includes a $440,000 tax incentive over a five-year period, as well as the contribution of 9.601 acres of land to the company.

Russ Rogerson, executive director of the Statesville Regional Development organization, will present the information and make the formal request Monday night. This will be followed by the public hearing.

The second public hearing has to do with a change to the City’s Unified Development Ordinance to allow for single-family homes to host events such as weddings and parties in residential zones. Currently, these types of venues can only be located in commercial districts.

This request first went before the Planning Board, which voted 4-1 to recommend denial of the changes as presented and suggested that consideration be made to allow this use with approval of a special use permit.

Municipal Services Center

The architect for the proposed Municipal Service Center on Shelton Avenue will present architectural drawings and associated cost information for this new facility. The plans include the relocation of Fire Station One and the Statesville Police Department Patrol Division to this building. It will also include a public meeting space, a historical display area and can be configured to accommodate an Iredell County EMS station.

The total project is expected to cost $11.3 million, which includes construction of a 50,000-square-foot facility, site work, additional equipment and furnishings. Council will be asked to approve the establishment of a capital project fund for this new facility.

The “un-tabling” of the proposed splash pad is also on the agenda. At the last meeting, staff was asked to gather information on the feasibility of locating the splash pad at the new Municipal Service Center, instead of the recommended Bentley Center. Staff is prepared to present the information. Council will then decide how to proceed.

There are a number of other matters on the agenda, including the discussion of educational incentives for city employees and an update on marketing the Statesville Regional Airport.

Meeting Details

The Statesville City Council will meet in the Council Chambers on the second floor of City Hall, 227 S. Center Street at 7 p.m. The meeting is open to the public, but this is not a public-comment meeting. The pre-agenda meeting will begin at 6 p.m. in the third floor conference room.
